When teachers make pay raise presentations to the community and its legislators (their former students) it's a communication process. Teachers and legislators each doing his/her best with the communication skills they've been taught.

Legislators mirror the communication skills of their mentors, their former teachers. If communication doesn't take place, if there is a breakdown in communication, then the teachers have lost their ability to lead and teach. Breakdowns result in thwarting.

The communication skills it takes to bring about desired funding and pay raises are the same as those required to communicate subject matter.

When a teacher causes a communication breakdown he/she is thwarted by students and parents alike. A student will unconsciously fail so as to bring attention to the fact that they are unable to get into communication with even one adult.
